Other employees in the finance and grants management department may be under the direction of the manager. All project-related financial management, local contracting and grants management, compliance, and other associated financial operations project activities shall be overseen by or supported by the Finance and Grants Manager.
• Organize the projects financial and grant management with general technical and administrative leadership. • Establish, oversee, and offer technical support for the project activities' grant-making component. • Make that the project's financial systems and procedures adhere to donor requirements, policy, and sound financial practices. • Provide guidance on donor requirements to country project staff. As appropriate, offer training on recordkeeping, operational systems, financial and grant administration, and policies. • Give the global project team all the information or assistance they require to create and submit the monthly financial, pipeline, and quarterly accrual reports. • Oversee and collaborate with both internal and external auditors to oversee the examination of national project financial and administrative procedures and documentation. • Encourage the project's technical elements, grants, and financial and administrative departments to work together effectively. • Encourage evaluations of in-country partners' proficiency in handling their finances and compliance with donor mandates. Create corresponding action plans to close any gaps in system or capacity. • Create, evaluate, and keep an eye on program spending plans. • Determine and forward financial and compliance risks to the relevant member of the local or international project team. • Work with the project team and partners to coordinate input for the yearly work plan and budgeting process. • Oversee an operations and finance team to help with budgeting, accounting, reporting, administration, and procurement for various project requirements.
• A bachelor's degree or above in an accounting or business administration-related profession. It is preferable to have an ACCA, ICSA, CIMA, or ACA certification. • A minimum of seven years' experience, preferably gained in an international organization, in grant and contract administration as well as financial management. • A minimum of five years of appropriate experience overseeing awards; management of USAID, USG, and/or grants under contract is desired. • Expertise in completing projects to completion. • Broad understanding of legal requirements along with expertise in overseeing subgrants, developing the financial management and organizational growth of community-based organizations, and working with implementing partners. • Relevant expertise with cloud computing, accounting applications, and sophisticated Excel usage. • Expertise in financial and auditing aspects of projects and programs sponsored by donors, as well as in enhancing the capacity of subgrantee organizations. • Proficiency in assembling and managing a multicultural workforce. • Ability to collaborate with local nongovernmental organizations, community-based organizations and structures, and national and regional institutions demonstrated. • Outstanding problem-solving abilities, strong organizing and planning abilities, and excellent attention to detail. • A methodical approach to work and effective time management • The ability to write and speak clearly and concisely. • Exemplary work ethic, resourcefulness, honesty, reliability, and commitment to PATH's goal. • English language skills for professionals is necessary.
